Rationale of proposed organisation of DMP

DMP has the following organisational structure

This means that the GA is the sole decision making body in the DMP, all other organisations are subordinate to it and produce resolutions that are ratified by it to become executive. As an example, a specification is produced and approved by a Development Committee, but becomes a DMP specification only when it is approved by the GA.

The GA operates on the basis of votes. Members in good standing have the right to vote, other members may attend the GA without the right to vote.

The GA is chaired by the DMP President who is elected by the GA.

The BoD is the body with the power to conduct business as specified by It can also operate outside of the normal GA meetings to cope with issues that do not require calling a GA.

The statutes mentions explicitly two

  1. Finance and Audit. This is a group whose members are elected by the GA to audit the use of DMP's finances and related matters. For more details see
  2. Membership and Nomination, This is a group whose members are elected by the GA to review applications for membership and to recommend officers for various positions in the DMP. For more details see

DCs are groups carrying out the work leading to specifications and recommendations. Their number and mandate depend on the specific goals DMP will give to itself from time to time to achieve its mission.

These are the groups in chatge of developing technical specifications, recommended practices and recommended actions.

In the DMP initial phase the following four areas of work, assigned to 4 DCs, are identified:

Develop RA on how innovation can sustain itself, specifically
- improvement of workflow of standards development and utilisation

In the proposed structure DC1 is in charge of developing requirements for the interoperable DRM platform and the interoperable end-user devices.It will do that while addressing the first major action (policy) - Mapping of rights and usages traditionally enjoyed by users to the Digital Media space.

Requirements will be fed to DC2. This will be the technical group developing the interoperable DRM platform and the interoperable end-user device specifications. Because the area of work is quite broad, DC2 may have to be split. However, it is important that, at least in the early phases, there be a unitarian approach to technical specifications encompassing the entire value chain.

As this technical work will progress, DC1 will start working on the 7th major action (technical) - End-to-end conformance assessment and eventually prodice recommended practices..

As human-machine interfaces have been identified as a critical success factor for the DMP, DC2 will also develop the corresponding recommended practices.

DC3 will work on the two general policy issues enabling the success of Digital Media: Phasing out analogue legacies applied to Digital Media (P2) and Deployment of broadband access (P3) and produce recommended actions.

Lastly DC4 will produce recommended actions on improvement of workflow of standards development and utilisation (licensing) of standards.
